		<description>I have 2 level 3 staff op. ARF for the deaf/hard of hearing  and 1 level 4I in Riverside county. IRC seems to violate client&#039;s rights when it comes to deaf individuals moving from other counties. Some other regional centers have had to fund clients because IRC refused, then on more than one occasion the other regional center has backed down and the client does not get to live where they want. What can I do to stop this violation of rights, it&#039;s always been my understanding the client has a right to live where he/she wants.
